Juhlavuoden johdosta oli tarkoitus saada kaupungin pahoin rapistunut infrastruktuuri kuntoon Unescon käynnistämän Betlehem 2000 -avustusohjelman tuella. Lisäksi kunnostettiin vanhan kaupunginosan tärkeimmät kadut, kujat ja torit. Eräs tavoite oli elvyttää kaupungin turismia. Vanhankaupungin keskellä sijaitsevan, monikulttuurisen ja -uskontoisen Dar al-Kalima -akatemian lisätilojen suunnittelun ja rakentamisen on rahoittanut Suomen ulkoministeriön kehitysyhteistyöosasto. Uudisrakennus sijoittuu tiiviisti rakennettuun kortteliin entiselle piha-alueelle sellaisena terassiratkaisuna, jossa ulkotilojen pinta-ala säilyy ennallaan. Siinä on sali musiikki- ja kansantanssiesityksiä, teatteria, elokuvia, kongresseja ja luentoja varten, lukuisia lämpiö- ja aputiloja sekä ravintola. Owing to the anniversary year it was planned to upgrade the town’s dilapidated infrastructure with the aid of the Bethlehem 2000 project launched by UNESCO. In addition to this, the most important streets, alleys and squares of the old town and were renovated. One of the goals was to promote tourism in the town. The planning and construction of the annexe to the multicultural and multi-religion Dar al-Kalima Academy, at the centre of the old town, was financed by Department for International Development Cooperation of the Ministry for Foreign Affairs of Finland. The new building is sited in the former courtyard of the high-density block and stepped so that the area of outdoor spaces remains unaltered. The extension contains a hall for concerts, folk dance performances, theatre, cinema, conferences and lectures, several foyer and auxiliary spaces and a restaurant.
